then should i get a "bob cut" or razor cut and shave it off/???

If you want your hair to grow out, then you should still cut it. Just trim off the ends, as opposed to getting and inch or more cut off.

well it matters how short your hair is now... if its like a buzz cut i think it will definatly grow to ur neck.
